26. Corona Control Ordinance

The 26th Corona Control Ordinance came into force on 8 September.

Basic

In Rhineland-Palatinate, a three-level warning system is introduced, based on the following three leading indicators:

  • Seven-day incidence,
  • Seven-day hospitalisation rate,
  • Percentage of intensive care beds occupied by COVID-19 sufferers in relation to intensive care bed capacity.

Warning levels are declared when at least two of the three leading indicators are reached on three consecutive working days, whereby Sundays and public holidays do not interrupt the counting of working days.

In the following information, please always note that the explanations and formulations of the current Corona Control Ordinance are valid. If applicable, further specifications may apply which we have not listed here. All information is without guarantee.

In areas not mentioned, there have been no changes compared to the regulations of the previous Corona Control Ordinance. The general protective measures continue to apply.

The explanations for events are very extensive. Not all information is equally relevant for all service providers, especially for large events. We have placed the information for events at the end.

Gastronomy

In addition to the regulations that already exist and continue to apply:

Depending on the warning level, the distance requirement and the mask obligation do not apply if in

  • Warning level 1 no more than 25 non-immunised persons,
  • warning level 2 no more than 10 non-immunised persons,
  • warning level 3, no more than 5 non-immunised persons are present and

and otherwise only vaccinated and recovered persons and children up to and including 11 years of age are present. The other protective measures remain in place.

Hotel industry

In addition to the regulations that already exist and continue to apply:

  • For guests in hotels, guesthouses, inns and similar establishments as well as in youth hostels, recreation homes, holiday centres and similar establishments, the testing obligation according to §1 Para. 9 applies upon arrival. In the case of stays of several days, a new test must be carried out every 72 hours, calculated from the time of the last test.

This means: The obligation to test on arrival and also for stays of several days in districts and independent cities does not apply to the following areas

  • Holiday homes, holiday flats, private accommodation and similar facilities
  • Campsites, motorhome sites, caravan sites and similar facilities

Amusement parks, climbing parks, miniature golf courses and similar facilities

In addition to the regulations that already exist and continue to apply:

  • Limitation of the number of visitors in the indoor area to half of the usual maximum number of visitors; the distance requirement applies as well as the mask requirement, test requirement and the requirement to record contacts in the indoor area.

Zoological gardens, zoos, botanical gardens and similar institutions

In addition to the regulations that already exist and continue to apply:

  • Outdoor and indoor areas open; the distance requirement applies as well as the mask requirement, test requirement in indoor areas and the requirement to record contacts in indoor areas

Cinemas, theatres, concert halls, cabarets and similar establishments, circuses and similar establishments

The regulations for events apply

Museums, exhibitions, memorials and similar institutions

In addition to the regulations that already exist and continue to apply:

  • The distance requirement and, in the indoor area, the mask requirement and the contact recording requirement apply.

Events in enclosed spaces
Events in enclosed spaces must comply with the following requirements:

  • Warning level 1: up to 250 persons who are non-immunised persons.
  • Warning level 2: up to 100 persons who are non-immunised persons
  • Warning level 3: up to 50 persons who are non-immunised.

Beyond the specified group of persons, unlimited vaccinated persons, recovered persons and children up to and including 11 years of age may participate.

The following apply

  • at the organiser's discretion, the distance requirement or the mask requirement (in the case of a fixed seating plan, the distance requirement can be complied with by observing the so-called "chessboard")
  • the obligation to record contacts.
  • the obligation to test non-immunised persons
  • The organiser must have a hygiene concept in place to ensure compliance with the regulations.

The distance requirement and the mask obligation do not apply to events where the number of non-immunised persons does not exceed a certain number depending on the warning level (and only vaccinated persons, recovered persons and children up to 11 years of age participate). However, the other protective measures remain in place:

  • Warning level 1: no more than 25 non-immunised
  • Warning level 2: no more than 10 non-immunised
  • Warning level 3: no more than 5 non-immunised

Outdoor events with fixed places

  • Warning level 1: up to 1,000 non-immunised persons
  • Warning level 2: up to 400 non-immunised persons
  • Warning level 3: up to 200 non-immunised persons

Outdoor events without fixed places

  •     Warning level 1: up to 500 non-immunised persons
  •     Warning level 2: up to 200 non-immunised persons
  •     Warning level 3: up to 100 non-immunised persons

Beyond this group of persons, only vaccinated and recovered persons and children up to and including 11 years of age may participate, up to a maximum of 25,000 persons in total.

In addition, the following regulations apply to

  • at the organiser's discretion, the distance requirement or the mask requirement.
  • In the case of fixed seating or a fixed seating plan, the distance requirement can be complied with by observing the so-called "chessboard".
  • the mask requirement does not apply in areas where there is no gathering of people and it is ensured that the distance requirement can be complied with.
  • an advance booking obligation for access control
  • a testing obligation
  • The organiser must have a hygiene concept in place to ensure compliance with the regulations.
